Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
what is this driver and how to fix it? and what is this error?
Can you check the following registry key?:

At that registry key, in the right window, is there, under “Name”, either an UpperFilters or LowerFilters value?
If so, for each of the UpperFilters and/or LowerFilters value, what is listed under “Data”?
In my case I had no TOSHIBA Recovery Media Creator or TOSHIBA Disc Creator installed.
I searched with “TOSHIBA Recovery” and found another named program (unfortunately I can ot remember!), I uninstalled it and it worked.
